Background: What is I-WIL?

Every year, Indiana invests roughly $13 billion in K12 education, postsecondary education, and workforce training, yet lacks a unified, objective view of how well these programs meet employer demand or drive long-term economic growth.

To close this gap, the Indiana Workforce Insights Lab (I‑WIL) is being established within the Indiana Economic Development Corporation (IEDC) to translate education and training data into clear, measurable insights on:

  • Workforce outcomes
  • Labor-market alignment
  • Economic impact
  • Return on investment

The State’s commitment to this work was formalized through Senate Bill 254 (which became law in March 2026), directing IEDC to launch an Education‑to‑Employment Research Program by December 1, 2026. This initiative positions Indiana as a national leader in economic and workforce analytics.

The Vision For Indiana

I-WIL will provide the State of Indiana with a comprehensive, data-driven understanding of how, and to what extent, investments in education and training support the creation of a workforce equipped to fulfill the rapidly changing needs of employers and the broader economy.

The Lab will transform disconnected datasets into actionable insights, ensuring Hoosier learners and workers are prepared to meet the demands of today and the opportunities of tomorrow.
