Background: What is I-WIL?

Every year, Indiana invests $13 billion in K-12 education, postsecondary education and workforce training. To ensure that we have an objective, data-driven view of how well our workforce supply meets employer demand, Indiana Workforce Insights Lab (I-WIL) dedicates resources to evaluating the big picture of education-to-employment across the state, to:
  • Maximize the state's return on investment
  • Apply insights to accelerate progress
  • Drive long-term economic growth

The State’s commitment to this work was formalized through Senate Bill 254 (which became law in March 2026), directing IEDC to launch an Education‑to‑Employment Research Program by December 1, 2026. This initiative positions Indiana as a national leader in economic and workforce analytics.

The Vision For Indiana

I-WIL will provide the State of Indiana with a comprehensive, data-driven understanding of how, and to what extent, investments in education and training support the creation of a workforce equipped to fulfill the rapidly changing needs of employers and the broader economy.

The Lab will transform disconnected datasets into actionable insights, ensuring Hoosier learners and workers are prepared to meet the demands of today and the opportunities of tomorrow.
